Tim Meadows was born on 5th February 1961 to parents Mardell Meadows, an assistant nurse, and Lathon Meadows, a janitor in Highland Park, a city in Wayne Country in the state of Michigan which falls within Metro Detroit. He studied in Pershing High School, Detroit, and majored in television and radio broadcasting from Wayne State University, Michigan.

Meadows began his comedy career by performing improvisational comedy at the Soup Kitchen Saloon in Detroit. His entry in show business was as a member of The Second City, an improvisational comedy in Chicago alongside comedian Chris Farley. Meadows was selected as a cast member in Saturday Night Live (SNL) in 1991 and was there for ten seasons until he left in 2000.
On SNL, Meadows usually spoofed and impersonated famous personalities, like Micheal Jackson, O.J. Simpson, Oprah Winfrey in skits, and monologues. He also fictionalized himself for various skits. In 2000. after leaving SNL, Meadows starred in a film called ‘The Ladies Man,’ which is a story about a man’s quest to find true love, who falsely believes himself to be the living definition of what women want in a man.
His character in the film was inspired by one of his most famous fictionalized character on SNL, Leon Phelps.
