Stephen Chow Sing-Chi was born in British Hong Kong, on 22 June 1962. His parents were Ling Po Yee and Chow Yik Sheung, with his father Chow being an immigrant from Ningbo, Zhejiang.  He was the second child in a family of three children, with the others being sisters Chow Man Kei and Chow Sing Ha. When he was seven years old, his parents divorced, and he was brought up by his mother.

He attended Heep Who Primary School, which was a missionary school in the Kowloon Peninsula. After completing his high school studies, he went to San Marino Secondary School, and after graduating, he enrolled for acting classes at TVB.
