Raffi was born on 8^th July 1948 in Cairo, Egypt. His parents were Armenians, and when he was ten years old, his family moved to Canada and settled in Toronto in Ontario. His father’s name was Arto Cavoukian and worked as a photographer while he has not yet disclosed his mother.

His mother gave him the name Raffi, the name of a popular poet who was called Raffi. He has an older brother, Onnig Cavoukian, a photographer like his father, and his younger sister, Ann Cavoukian, worked together with her elder brother. His mother died of abdominal cancer, and his father died twelve hours later. Raffi has not disclosed his educational background.
