Li was born in 1928 in Chao ‘an Chaozhou, Guangdong Province. He was born to Li Yun- Ching and Cheung Bik- Chin. During the 1940s, the family decided to flee to Hong Kong to escape from the Sino- Japanese war.
Due to his father’s death owing to tuberculosis, Li could not continue his education. Therefore, he became a school dropout at the age of fifteen. Li first started working in a plastics trading company. At such a young age, he used to work for 16 hours a day.
