Earnest was born in Kansas City, Missouri on January 22, 1975. His father, Donald H. Earnest, is an athletic director, and his mother, Jeanne M. Earnest, is a psychologist. He received a scholarship at The Barstow Institution, a private secondary school. He was a basketball and baseball player.

He went on to Rice University, where he earned a bachelor’s degree in political science and policy studies in 1997. While at Rice University, Earnest was a member of Sid Richardson College and the campus-wide beer bike coordinator.

He worked for Lee P. Brown during the 1997 Houston mayoral election shortly after graduating from college. From 2002 to 2003, Earnest worked as a congressional aide to U.S. representative Robert Marion Berry. This was following his work on Michael Bloomberg’s first mayoral campaign in New York City.

From 2003 through 2006, Earnest worked for both Terry McAuliffe and Howard Dean at the Democratic National Committee. In 2006, Earnest worked as a communications director for Florida Governor Jim Davis’ campaign. In December 2006, he relocated to Iowa to work as the national communications director for then-Iowa’s Governor, Tom Vilsack’s presidential campaign.

In March 2007, he became the Iowa communications director for Barack Obama’s presidential campaign. Earnest worked as a top communications adviser in numerous primary elections after Obama’s victory in Iowa; these included South Carolina, Texas, and Pennsylvania.

Earnest worked as the campaign’s deputy communication director for the 2008 general election. Earnest relocated to Washington, D.C. after Obama was elected president. He was then appointed as the communications director for the presidential inaugural committee.

Later on, Earnest became the White House deputy press secretary under Robert Gibbs on Obama’s first full day in office, January 21, 2009. Earnest was later appointed to principal deputy White House press secretary and chief of staff to Jay Carney, stepping in for him during press briefings on occasion.

Earnest was the host of West Wing Week, a White House-produced internet video series that covered President Barack Obama’s weekly activities.

On May 30, 2014, Obama announced that Carney would be replaced as White House press secretary by Josh Earnest. During the 2014 Israel–Gaza war, Earnest expressed his support for Israel’s right to defend itself.
