Born as Carter William Page to Allan Robert Page and Rachel Page on 3^rd June 1971 in Minneapolis, Minnesota, he was raised in Poughkeepsie, New York where his father worked as a manager and executive of Central Hudson Gas and Electric Company. He completed his schooling from “Our Lady of Lourdes High School” in 1989 after which he proceeded to complete his graduation in Bachelor of Science from the United States Naval Academy in 1993.

Here, he topped among the top 10% in his class and was therefore chosen for the Navy’s Trident Scholar program, the speciality of the program is it gives very selected officers an opportunity to pursue independent academic study and research.
