He was born on 3rd April 1948. He is the second born of five children of a government official and economist Raul Salinas Lozano and Margarita De Gortari De Salinas. His father served as President of Adolfo Lopez Mateo’s as the minister of commerce and industry.

On December 18, 1951, a tragedy happened when he was playing with his older brother and an eight-year-old friend they found a loaded rifle, one of them shot and killed Salinas family maid Manuela, and the incident was declared an accident; There parents were blamed by a judge for leaving a loaded weapon in reach of their children.

He attended the National Autonomous University in Mexico. He did economics. Carlos was active in the PRI youth movement, and a political club, his friends, continued to be close to him when he was president.  Carlos earned a master’s degree from Harvard University. He went on to earn a PhD in 1978.

Salinas met his wife, Cecilia Yolanda Occelli. When he was ten years old, in 1965, they began dating when he was 17-years she was 16-years old. The relationship ended when he moved to the United States, they later connected in Williamsburg, in the United States. They got engaged and married in April 1972; they had a ceremony in Mexico City. They moved to Boston, Carlos was completing his doctorate and masters at Harvard University.
