Corker was born in Orangeburg, South Carolina, on 24 August 1952, his parents Jean J. and Robert Phillips “Phil” Corker. His great-great-grandfather was U.S. Congressman, and his name is Stephen A. Corker. When Corker was eleven, his family moved to Tennessee.
In 1970 Corker graduated from Chattanooga High School, and in 1974, he earned a Bachelor of Science degree in Industrial Management from the University of Tennessee in Knoxville. Corker’s permanent residence is at the Anne Haven Mansion, which was built by Coca-Cola Bottling Company heirs Anne Lupton and Frank Harrison.
Corker and his wife Elizabeth were married on 10 January 1987, and they have two daughters, Emily Corker and Julia Corker. Corker went on a mission trip to Haiti, from which he became more active in his home community. After his return, Corker helped in founding the Chattanooga Neighborhood Enterprise, which is a nonprofit organization that provides low-interest home loans and home maintenance education to thousands of peoples of Tennesseans since 1986.
