His full names are Charles Ernest Grassley, born in New Hartford, Iowa, on 17 September 1933. His parents Louis Arthur Grassley and Ruth Grassley owned a farm in Iowa, and that is where he was brought up. He started his education from there and graduated from the town high school before going for further studies.

He enrolled at Iowa Teachers College, graduating in 1955 with a B.A., and later in 1956, he got an M.A. from the same institution. In the 1950s, he farmed and also worked in factories within Iowa to make a living. He enrolled at the University of Iowa, where he wanted to pursue a Ph.D. in political science, but unfortunately, he dropped out. He was a college teacher from 1967 to 1968, where he taught Charles City College.

The political career of Chuck started in the 1950s where he was the representative of some parts of Butler County from 1959 to 1975.
